Truth or Perception?

Prodigy attorney (Carson City Councilman) calls for moratorium without knowing the possible consequences, and what is needed to follow through?

If I were an attorney/councilwoman and I called for a moratorium I would know when council needed to hold a meeting in order to extend the moratorium.  I would have alerted the residents that all elected officials planned to be out of town allowing the moratorium to expire.  If I were serious about a moratorium I would have alerted residents what they were going to be up against the day we were robbed our right to ever place a moratorium on oil drilling.  If I were a prodigy attorney I would have rallied the support needed to extend the protection of the community I serve.

Could it be attorney/councilman was working with Occidental Petroleum to do exactly what they did?
